How about use the native 2 airfields for whichever side controls the territory; if no side controls it, the side with air superiority; if no air superiority, flip a coin or use stalingrad for ussr-controlled zones and korsun for neutral. I'm not sure korsun even has 2 airfields.

requiring takeoff after completing a capture isn't enough to prevent 2 planes on the ground. There's also landing to stop a capture in progress.

... sorry but more details to hammer out: when a bomber returns to its side of the map, what exactly is its side? Past its own bunkers?
