Agreed. But only Level 4-5 Artifacts can yield talent runes. Save the game before destroying them. Usually, it is worth the destruction - you'll need the runes and crystals more then the gold you could get from selling them.

right click on item and choosse destroy if u have neatness skill of course

However, it is important to note that if you destroy a higher level item while you have neatness skill that doesn't allow for its proper destruction, all you get will be 1 magic crystal

So be careful.

Does different rank of neatness affect the crystal/rune you get in return? I check Aurelian Hero Screen and it only mentions higher rank allows you to destroy high level items.

It is randomly generated at the start of the game. The skill simply allows you to destroy higher level artifacts.
