Interesting. If I recall correctly griffons have a special trait that makes them hate dragons, so I think what is happening is that persuasion impacts first (basically no change, since both units are neutral and have no inherent penalty to each other) and then the specific trait layers on. So I think it's WAI.

What happens if you have max points in the one below it (forget the name) to give most unit types +1 morale (including neutral)? Does it net out to -1?
