Yeah, that mission is hard, or fun if you choose to look at it that way
 I think there's 2 or 3 waves of enemies also, and you need to finish them all for the trigger for Tanya to work. The main building, the one with all the officials, has a very nice roof that offers a lot of options when dealing with them. I have very fond memories of that battle
