I can't help thinking the window replacement was done 'gratis' by that flight leader and the wingie held the ladder.

I think the large flat concrete horizontal panels in a converging shape are aggravating the effect just like the resonance box of any instrument (look at exit shape of a trumpet). If you look at the second plane flying right next to the other building at the same speed, we can see that there is no glass broken that time.
Just a wild guess

Well, knowing how government things are made here in Brazil, these windows cost like 20,000 $ but the glass installed cost 5000$ ... These building (Supreme Federal Court) are from 70's and does not receive properly maintenance over the years.
Air Force announced that it will pay to repair the windows ... which ultimately is paid by the taxpayer...

Not the first time this has happened:
In August 1959, a U.S. Air Force Lockheed F-104 Starfighter performed a low fly-by of the airport during celebration of the opening of a new terminal in Ottawa and accidentally went supersonic over the airport, causing windows and parts of the walls of the new terminal to shatter.
Construction of the airport terminal building began in 1957. As the project neared completion, a military demonstration proved disastrous; a U.S. Airforce F104 Starfighter broke the sound barrier and virtually every window in the structure. There was also significant structural damage inflicted on the building. This mishap added approximately one year to the construction schedule, and $300,000 to the budget of $5 million. The terminal was finally opened by Prime Minister John Diefenbaker on June 30th, 1960.
F-104s liked doing low level passes at YOW. A few years later another did one and then went vertical (at least from my angle of viewing) till was out of sight. Impressive, it was.
