A hypothetical shill for the Military-industrial complex may find this paper to be "worth a read". Who considers a paper without footnotes "academic"? Good topic, wrong document.

how do you mean "without footnotes"? There's references on the bottom.
As per the General Intelligence Agency, I believe it's another way of referring to the CIA (http://en.wikipedia.org/wiki/Corona_(satellite))

Footnotes and references are not the same. It isn't a difficult concept. The paper is shoddily written. It took less than 5 minutes to find a couple of mistakes.

This is just a paper, if there's no need for footnotes, they won't be used.
As per shoddily written, I would like to remind you again who Ruttan was, and unless you turn out to be a more famous economist than he is, please forgive me if I take your points with a pinch of salt..
