How do you get the AI Stukas to dive bomb instead of level bombing?

How do you get the AI Stukas to dive bomb instead of level bombing?

They have to have a target, and they have to have enough altitude. Around 2000 meters, I believe.

I had them at 1800 meters and area for the ground attack.I will try more altitude and changing over to target.
