Pe-3 series homing indicators?

Im confused, the Pe-2 has a homing device gage and the Pe-3 dosnt? Pe-3 has what looks like some type of direction finding loop below the nose? Made some missions that included beacons and unable to use them for most Russian fighters and attack planes, bombers seem to have the homing devices.

Pe-3 is the long range/escort fighter version, so maybe they thought it didn't need all the nav gear. The planes it was escorting would handle that.
