To offer that as a disc would just increase the cost over a simple download.
I'd recommend putting the console online. That's the direction these things are headed. I bet the next gen doesn't even have an optical drive, just a Steam type of service. You lose a lot of functionality offline. There are parental controls if you need to go that route, and you can always put limits to the console's IP address at your router as well.

Yeah i've heard a lot of talk about the next generation being digital downloads only. Publishers/Devs are losing a lot of sales through second hand selling/trading. In Australia though, Internet is too expensive. I wouldn't want to use up my monthly quota of 4gb by downloading one game.
Bottom line is, to get the most out of your 360/PS3 it has to be connected online. That way we can all battle it out in BOP
