Rage control is about a group of people sit in a circle and admit they have a problem. By doing this they can accumulate more anger without releasing it all the time.
By the way I suggest you put lv 2-3 rage control a low priority. Max Anger first. Without anger you cannot accumulate enough rage anyway.
