Instead simply expand the world map with new locations and quests. Maybe a one area new island south of the first continent, an additional area of islands northwest of Freedom Islands, etc. Having just 4-5 new areas (couple could be dungeons or such) would be enough to make me play the game through at least one extra time, probably even more.

I think they decided to go with entirely new world for the expansion.
