As I understand the install of Cliffs of Dover you can run the sim without being "on line" but you must have "Steam" installed to be able to run it.
No Steam install = no sim available to play. This is part of the protection for the developers to stop illegal copying. You can have multiple installs, but you must have "Steam" running to activate. Even if you have multiple installs (which I have to run different mods) the game won't start with any of them without "Steam" activation.
