I don't think it is dev judgement, and I have a very bad feeling what happened. Again, my hypothesis, with no factual bearing.

- 1C green lighted Warriors of the North but on a small budget.
- Push came to shove and upper management insisted they release before Christmas even if the game wasnt' complete
- Marshan Swamp, half of Demonis, quite a few buildlings mid-game were left out of the final cut
- Items/balance was still in flux and testers didn't have time to fully do their work

Evidence? Well, the save game scanner shows items and buildlings that aren't accessible. Balance wasn't fully thought out in some areas. Some set items could never be completed, etc.

I would have preferred they delayed release or allowed a beta test, but the fact remains that this sort of game doesn't sell well anymore. At least not to command the resources required to do it like this. A real shame.

Of course, this is all conjecture so if anyone in the dev team wants to enlighten me, feel free! I'm only speculating this is what happened because usually the dev team and what upper management say aren't the same thing.
