i have them working in all my single player missions.

i know there working, because i don't use tracers full stop.

you can create custom loadouts in either the fmb, or online, and once saved, can select them in your single player missions.

i'm afraid your wrong.

I've also shared my custom loadouts with half of my squad, and they to have them working.......

There's something amiss here because my saved loud-outs (from online) do not actually load on single player missions, although they are there to be picked. I've loaded tracer into all guns for testing this.

I've uninstalled, deleted everything in both folders, reinstalled and turned off steam cloud (because there's suggestion elsewhere here I believe that it has saved loud-outs from a previous beta, which are not compatible?) I dunno.

I just noticed this today myself. Weird.

From what I understand if you play multi-player or online then your custom loadouts will work when done online but if you play single player offline they do not load. The other thing is that there is no way to add custom loadouts to planes in campaigns as the FMB only shows missions. If you have a way that works please share the info as it is a pain in the ass to always have to work through the FMB.
