Luthier wasn't working for anyone else. I would imagine he worked directly for MG or contracted out the game engine from MG.

There will still be an SDK for 3rd party developers, but anyone selling their work would probably have to contract out the game engine.

Atleast this was part of the business model, but the sim is still unfinished, and anything could happen.
