No, you are correct as far as I know. The relevant settings in the conf.ini are:

[HookView Config]

Speed=2
LeanF=0.1
LeanS=0.05
Raise=0.05
RubberBand=0.5

They affect the speed and smoothness of movement, but not range.

I can't help with FreeTrack though, sorry.
