They are not coded, well, sort of...
They are in DDS files. What is coded is the shader that applies them on top of the texture. This shader is responsible of how "visible" they are depending on the weathering, light etc... |

I've made a black skin to observe what is "added", and I didn't see the same thing that you have posted. Are you sure it's not the weathering you're seeing there?
