It is celebrated by all kinds with military parades to present the power etc. The victims are not regarded but the political leaders of each era past it. It is called a celebration day not a day of mourning, what it actually should. The war is the reason that people died, and Germany did the primary strike, no question. Sending unarmed people into the line of fire by politruks made the victims that high it became. The sad reason is actually not the war but the relationship from commuism politics attitudes to its own people, started already in early 30s. Isn't it irrelevant how Russia celebrates its holidays? I mean for nowaday's Germany military parades come across as an anachronistic ritual from times long gone but to me Nephris' post seems a bit like a tempest in a glass of water.
