It is resolved already. In the last patch skin loading protocol was changed to load skins slowly over time to prevent high network load and a freeze at the moment of engagement. That is why a skin was not visible in some cases if it was not 100% loaded yet even when enabled.

Servers keep skins turned off just to exclude another variable in fine-tuning settings for more stability, less lag and less bugs. It may change when a stable patch version is available.

Do not expect it any time soon. If you read any dev updates you can see that priorities have changed many times since then. The so called "DX11 API support" is there as announced but introducing many DX11 features now would further slow down development which is not what the majority of players want.
