296.17 is for win8
296.10 changes features from 295 and is what has caused issues for me and probably the OP

Go to your documents folder/1C Softclub/iL2 sturmovik cliffs of dover and open the conf.ini file.
Makes sure EpilepsyFilter=0 I remember a past post where someone had the same fault and despite it being turned off in the game video setup they found it was EpilepsyFilter=1 in the conf.ini.They altered it to 0 and saved the file then the fault went. Worth a look anyway,good luck sorting it out.
