sounds like a problem I had.. Untill I changed my settings to the following, i.e.

0% Position [0.0]
0% Dead Zone [0.3]
100% Position [0.80] <-- I think this is the problem if yours is set to a low number
100% dead Zone [0.03]
Max % Dead Zone [0.03]

Had the same issue.
Had to go to the setup mentioned above and change the slider on the 100% output to the outer right. That allowed me to use the full range of my trottle.
