I believe all players have their own pool of points, also I believe the top number is what you have available to spend, and the bottom number is what it will max out at, the bottom number normally increases over time to a set maximum by the host e.g. 10,000.

I could be wrong with which one is on top and bottom not played multiplayer for a bit, but you will see soon enough when one starts going up and you are spending as well
