Hey
It should work if you just switch the Steam-Language to your language. Look into the Steam-Settings for that. You might have to reinstall the game after that...

I know this file maddox.dll but i dont find website which propose it in download...
I buyed this game at the release time because it was THE game expected since a lot of year and because it was in russia the first country were release the game.
