Disable Steam Cloud....
By doing so you are able to write the changes to your PC.
Once you have been able to make incremental changes or are satisfied, make a backup of your configs etc etc under the My Documents folder. I had some really odd settings suddenly appear this afternoon. Fortunately I copied my backup back into the folders as referenced above. and restarted, and my settings are there again. Hope this helps
