They bought the licence to use the Virtual Battlefiled Engine implemented in ArmA2.
AS Liberation was a successfull mod in Operation Flashpoint, the "Il2-1946" of the ArmA series (means BIS first release), they now jumped on the commercial way to create a own WW2 combat sim. Actually similar like Red Orchestra which was licenced by the Counterstrike engine. So yes it is a standalone game by full price. Announced to be released in this autumn.
