That is because your CPU is now the bottleneck and can't deliver enough data to you GPU's to render. I've done some testing on this and know what I'm talking about (more or less). Although the game supports multi core CPU's and should perform best on CPU's with 4 cores or more, it still heavily depends on core 1 by default. If you have the headroom to increase your CPU speed, you will see better GPU utilization.

On the issue of the three blue lines with ATI 69xx cards I do not entirely agree. I know the sim is still work in progress and far from finished. But ATI/AMD must also see that their 69xx reference design (or its drivers) do not perform consistently with their other card designs. This on its own should be enough reason to take some action.
