Where do you find Elenhel and where do you buy Blood of the Goddess?

Elenhel is next to the bridge between Verona and Montero.

As for the blood, it can appear as a random item in a shop. But it should always be available from the NPC selling the "used" dragon eggs. He's on the coast, right near where your ship first appears when you go to Tekron. If he doesn't have it, I'm not sure what's going on.
