I have no idea really.
However North Americans are still buying the digital download from Just Flight(UK),getting the activation key and actually downloading from Steam.Apparently it is a lot faster d/l from Steam than it is from Just Flight. This might not apply to physical copies. Gogamer was importing Australian copies and selling them(through Amazon.com).I think they had a problem with "duplicate"keys.Steam resolved some but told others to return their copies.Unfortunately the Gogamer site has been down for several weeks.

I bought a euro key and I'm in Australia and it activated just fine.. Infact, I've activated a number of keys that i've bought from other regions and the only one that ever gave me problems was a key for mafia 2 from amazon.. and even then, all i did was log into a US IP vpn and activated it.. once activated, it played fine..
I really can't see any issues with buying CoD from another region..
