So I'll download patches at my office, where the sim will not installed. So, after activation, can I download patches on another PC where the sim isn't installed?

Don't think 3 is possible, you will need the game installed at office too, to download patches to it, then copy CoD folder to a usb memory, and bring it home, and overwrite to your '\Steam\steamapps\common\il-2 sturmovik cliffs of dover' folder.
