Run the verification tool again and select the .Net 4 Client option, if I remember correctly the very last line of the output text tells wether it has passed or not... mine said it was missing some dll's in the lines above but the bottom line said it passed.
When I reinstalled .net 4 I used the redistributable that came with COD (the client version)... found it in ....Steam\steamapps\common\il-2 sturmovik cliffs of dover\redist\DotNetFx40_Client folder. Cheers Goanna
