Control sensitivity

Finally had a chance to test this properly. Relevant section of my 1C Softclub conf.ini is:

There is no difference in control sensitivity when I switch between everything at 1 and everything at 100 (or anything more sensible in-between) for both X, Y and 1X, 1Y.

Not sure what's going on with my config since other users have reported this to be working. Any ideas?
