try reinstalling steam. there is also a way to check the files of a game you have install. and check steam files I think. not sure, check the steam forums for help with steam.
good luck. steam is an absolute piece of shit to have to deal with and I am so glad I cancelled my cliffs of dover pre-order in time after finding out it uses steam.
