Upgrading or buying a new machine

i have a this computer:

Chase: Thermaltake element V
Power supply : Antec truepower 1000W
Motherboard : Asus p5nd
Processor : Core 2 duo E7300
Memory : Ram 4GB 800mhz, kingston
Video Card : 2x SLI Nvidia 9800GTX+
Operating System : 7 64 bits

with that configuration of equipment, yet in low quality and small window of 1024x768, and the patch 14072, I only get 10 FPS over London. Over the sea in combat with bombers, I only get 30fps, until I enter combat, they come down to 20

although my computer is 2 years old, I think it should be worth to play Cliffs Of Dovers without upgrading. my graphics are not bad, and buy another computer for one game is not a priority, in addition to minimum specifications that validates my computer, so Ubisoft and 1C do not meet promises

how 1C and Ubisoft will solve this problem? or do I tell my friends not to buy the game, because they will not to be able to make run it
