The cpu would not limit the popping, that is most likely do to as you said low graphics settings (so why are they showing it?) or really bad coding and therefore bad memory management which prevents them from loading the objects into Vram or rendering them. In the future (even possible now), there will be no LOD models. Just one model... and depending on distance,the GPU will reduce it to the bare necessity of polygons. No popping any more.
