the whole cliffs of dover thing is for returning servicemen from fighting in Europe, on ships, from the song.

But hey I'm just a Brit, maybe CoD means more to the international community.

I agree. Cliffs of Dover would suit the later Rhubarb/circus stage of events (1941) where the RAF pilots welcomed the sight of the cliffs after returning from France.
Anyway, It's just a name, and clearly a decision has been made
