Just to sort some errors out first.

PolygonOffsetFactor=-0.15
PolygonOffsetUnits=-3.0

Cut these 2 lines from the following section

[window]

and paste at the very bottom of the config.ini file.

In fact looking at your conf.ini file its a bit of a mess, have you got a back up ?

probably is something related to the nvidia control panel settings? I have an ATI so i can't help... probably somebody with a nvidia can came here and give you his settings?

Change your screen resolution to suit your needs but leave everything else.
