Could you be more specific on how it exactly fails? E.g. do you get the game loading screen at all?

All I see is a nice little blue circle that the game is trying to start. Then nothing happens. no loading screen whatsoever

Could be a driver issue. I see you're using the 6099 vidieo driver. Not sure if thats the latest or not. If it is try rolling back to an older driver that worked well.

i'm pretty sure its not a driver issue. If it were I should be seeing something in other games like Blacks ops and Arma2 that do work well.

http://www.0xc0000005.com/

The most typical causes for the ‘0xc0000005: Access Violation’ error are: corrupt registry, malware, faulty RAM, faulty drivers, incorrectly written, installed or updated software and even Windows security features.

Is there a "hs_err_pid*.log" in your game directory?
If yes can you post the newest one?

Have you just loaded 4.10? In that case, you're missing a JoyProfile=0 line after locale=. Also, I bet you could probably switch LandGeom to 3 if you wanted with your rig.
