'The HQ' is the mission title

It is the government side mission where you take your team to Cali Calientos and kill a bunch of military commanders or the alternative, which I cannot get to work, to get some dynamite and a timer and blow up a supply warehouse.

You get the dynamite from the Logistical Officer in the capital, but I cannot find the timer. After a certain amount of searching I tried it with just the dynamite, that went awry. No way to 'sneak past' the guard. I could not get a silent kill on him any way I tried and enemy troops are placed so that both of the guards (on two different entrances to the same building) are in sight of others about 99% of the time. I then attemped to just run into the building and set the dynamite via the interaction with a specific box in the warehouse, then run out of the town, which went fine, but the mission never updated and one assumes the dynamite never went off.

Is there a timer I missed somewhere or is there perhaps another bug? I could just go in and gun everyone down, but I was hoping for some serious commando type stuff...
