I don't know what you mean by monthly fee. Sounds to me like somebody may be trying to make some extra money.

The game is NOT Pay to Play online All you need to do is buy the game and the rest is free.

There are many people that play the game online.

You can either try and find the game in stores(rare) or you can order it from eBay or download it off of Steam.
It's $15 on Steam.
