The problem was there on XP also, its not Just Vista/Win7
Also the rings appear over the terrain as well as water, its just that its more noticeable on water especially if its foggy/misty early morning. Perhaps a screen shot posted here will help me see how severe yours are

Got it fixed. My mistake was that at il-2 setup the color was set to 16bit.
After setting this to 32 bit everything was fine again. THX for the help.
