It depends on what route you're taking (are you visiting Reha early, or is it your last stop before Baal), how many AK scrolls you found, and (to a lesser extent) whether your items are going to need to be supressed soon or not. In general you probably aren't going to use up all your AK scrolls at once - likely you'll use a few in Elon, a few in Reha, a few in Verona/Montero, a few in Sheterra, a few in Nameless... try to use them against enemy heroes, as of the 40 or so most-rewarding fights in the game, maybe 5 of them are not hero fights.
People who reach level 60 use Learning 3. If you can reach 60 with only learning 1, you probably could have reached 61 using learning 3.
