You must be running 64-bit Windows Vista or Windows 7, some of the DirectX 9 files might be missing. Download and install the latest version of DirectX from Microsoft. If that does work, google "d3dx9_37.dll", download it and place a copy of the file in the /Windows/system folder and in the game folder.
