The bomber collision penalty will force attackers to park on the 6 like idiots. Charging the 5 deaths to the fighter's side instead of the bomber's, regardless of the collision's cause, would be as effective a deterrent to ramming, without also being a deterrent to attacking properly. Attacking a bomber without getting hit requires making close passes.

this is what I mean:



in particular the pass leading up to 0:57 (a kill, though it might not show if it plays slow.) Impossible for the gunner to hit, gets the best angle on the engines and wings. There is always risk of collision, but it's not as much risk as being in the gunner's cone.
