Of course it's the old engine modified. No company in their right mind throws out a perfectly good engine and starts again from scratch. Some engines you can even trace back to other companies. Valve's "Source" engine is just a heavily modified Quake engine from the very first Quake game. Call of Duty uses a modified Quake 3 engine, which itself is built on Quake 2, which was built on Quake 1. Unreal 3 can be traced backwards to the original Unreal engine. You'd have to be insane to try and start all over again unless you had one hell of a budget to work with.
On topic, as an update on my previous post (10 pages back or thereabouts), I reset my game version to the current Steam patch level, cleared my cache and then patched it again. Now my primary GPU is correctly throttling up in Crossfire mode, however the stuttering in Crossfire is still severe. GPUZ reports my secondary GPU running at around 85% but the primary sits at about 39%. With such a huge disparity, the cause of the stuttering isn't exactly a mystery.
I am running a pair of 2GB 6950's.
