REALY bad performance no matter what.

So yeah...i have an Intel Core2Duo E7300(2.66GHz),ATi radeon hd 3600 series and 2gb of ram. Now i aint excpecting to run this game on high..but seems no matter what i do it stays at like 15 fps and stutters. I can turn everything high..or low..doesnt realy matter(only resolution affects fps somewhat)..performance stays the same. ALso this is the demo i was trying..am i just doomed?
