The Reaper - When is he active

I have been to the dwarf capitol and have drop off the treaty. I have heard that the reaper should start obeying you once you get to the capitol. I could really use the time back ability fighting the demons in the mines.

You need to liberate the castle of the dwarf king's son. It's in Taron Mines.
