Question about a device in Mehgard

There is a device called Thunder Can in Mehgard (the snowy island accessible by train) and it is not working. Is there any way to use it? What shall I find? Is there a quest for it?

This is the text I get if I want to use it:
This dwarven Thunder Can does not work: the lever is broken and one of the gears is missing some teeth.

You can't do anything with this. Lina is charged at full, right?

So this is an other Lina charger device like the one at the dwarf starting location. I thought it is involved with some quest.
