How tu use Runic Stone (Paladin skill)?

Hello.
How can i take advantage of Runic Stone (Paladin Skill)? I must sell somehow mind runes? How to sell mind runes and where, for receiving might and magic runes?

when you acquire the skill (10 mind runes) you instantly receive 10 might and 10 magic runes, that's it.
