stuck in the game...at the finding allies

elo, so am stuck in stage of finding allies. i am sure the problem is in alliance with the dwarves, i got to kill 3 ice dragons on Iceland, i've cleared entire isle but still got only 2/3 ice dragons. could anyone tell me what am i missing?
