Unhappy Ulrika quest... I'm stuck!

I got this this quest from Ulrika the quasi-zombie and it requires me to talk with a witch on Isterrenge. thing is, I can't find the bi... witch nowhere on the island! I got much further into the game, but occasionally go back on Isterrenge and check it out, but still nothing. there is this captain from the cabin Boy quest, there was the bear-man, there is the safe heaven at this smuggler or something, but no witch. where is she?
I have build 6245, was this a bug corrected in latest patch or something?
